Phayao Learning city, Phayao Province becoming as a network of UNESCO
University of Phayao participates in the development of Phayao Province as a learning city in the project of developing a learning city on the area of Phayao Municipality for lifelong learning under the support of the Program Management Unit on Area Based Development (PMU A), Ministry of Higher Education, Science, Research and Innovation through the collaboration of University of Phayao, Innovation and Technology Transfer Institute, Phayao Provincial Administrative Organization and Phayao Municipality including the community in the area to come together to develop Phayao City to be a learning city.

Developing Phayao Municipality to lead to the registration as “City of learning” of UNESCO. Creating a mechanism for the cooperation between educational institutions and local government organizations in Phayao Province to become a learning city by creating a learning area at the city level, creating innovations in learning management and educational development in line with the needs leading to the creation of learning skills to develop careers, incomes and quality of life of people in the area and make Phayao Province as a learning city in the UNESCO network.

University of Phayao in collaboration from all sectors to come together to develop Phayao City as a learning city by bringing the knowledge from the project “1 School 1 Symbol of Success” of University of Phayao to further develop for the Phayao Municipality. Therefore, the criteria of UNESCO have been combined with the implementation of 3 parts, namely the development of management systems to create learning tools and the design of learning areas. From the results of the first year (2020), that it consists of 2 parts: First, create awareness and build a network of operations by reviewing the current situation and studying the needs of the community, analyzing the gaps of the community at the same time. Second, to develop managing mechanisms and design learning spaces to facilitate community access. However, the operations in the 2nd year that will taking place, this will enhance the network of stakeholders in order to strengthen the management system and mechanisms and create opportunities for more inclusive access and the operation in the 3rd year will be about promoting learning in the city to upgrade Phayao City to Green city, Smart city and Learning city. To join a group of new groups, generate income from job creation reduce inequality and increase the capacity of the manpower of Phayao City.”

The key factor contributing to the success of learning is access to learning. Therefore, we have a mechanism from the university that establishes an operational committee to drive the mechanism and in the part of Phayao Municipality, it has set the important indicators for considering the work of personnel. While various sectors, both the public and private sectors, have participated in systematically supporting mechanisms and processes starting from planning, public relations, the creation of participation of network partners in both formal forms and small activities to create awareness of people in Phayao and about the learning process, it has organized a learning curriculum that covers both groups of children, the elderly, the underprivileged. The result of learning management has created a new attitude and gain knowledge and skills in the 21st century. The community understands itself and understands others.
Associate Professor Supakorn Pongbangpho, Ph.D., President of University of Phayao, said that the university has adjusted the teaching and learning context to suit at all ages. Every period focuses on the integration of science to develop people’s potential which has a clear destination that is “Phayao City of Learning” hopes that the combined power of all sectors will make Phayao Province and the country can walk towards its intended destination by when finished Phayao University and Phayao Province will take lessons from the project implementation. In order to bring success to expand in other areas of the country, Phayao Province is a peaceful, beautiful area, a learning city area. Phayao Learning City with the saying ” Come and see Phayao, you’ll know and you’ll love.”
